If you have strong leadership and management experience, this position may be for you. The Department of Health and Welfare's Division of Behavioral Health (DBH) is looking for a Human Services Project Manager to serve as the Program Director for the FEMA CCP Idaho Office of Emergency Management (IOEM) grants focusing on COVID-19. The Program Director will act as the lead coordinator and manager for the state of Idaho crisis counseling response and will manage and will report to the Division's Bureau Chief who will provide final oversite for all CCP activities.

This is a full time temporary position for up to one year to support the Department's response to COVID-19.

Example of Duties

Management and Administration:

  • Provides strategic leadership and technical, operational, financial, and managerial leadership for successful implementation of federal grant activities
  • Develops and executes a detailed implementation, monitoring, and evaluation plan in line with the agreed scope and resources
  • Provides oversight of program implementation, including all activities, outputs, and outcomes related to project management and administration, including reporting, budget development and monitoring, financial transactions, execution of project plans, and project performance
  • Oversees the training of program staff, assigning clear roles and responsibilities, providing effective supervision, and managing performance to ensure efficient operations
  • Ensures the project produces the specified results within the timeline and budget parameters
  • Conducts monthly reviews to ensure accountability of all project activities as well s accurate and timely reporting of financial deliverables and obligations
  • Ensures methods are in place for supporting staff who experience job-related stress (adjusting to different work environments, hearing difficult stories from people they serve, etc.) and promotes wellness and self-care among staff
  • Supervise and manage program staff

Representation

  • Acts as the primary project contact person and liaison, ensuring the project is represented in regional, state, and national technical, policy, and planning forums with IOEM, FEMA, and other key stakeholders
  • Works closely with IOEM & FEMA to ensure compliance with programmatic targets and deliverables
  • Promotes the project through advocacy, presentations, and participation agreed upon forums
  • Works closely with DBH leadership in the 7 regions across the state

Minimum Qualifications

  • Considerable knowledge of social, psychological, or rehabilitative services, principles, and methods
  • Good knowledge of management practices
  • Experience supervising a professional human services staff
  • Experience planning, implementing and evaluating a social/rehabilitative delivery services, program, or project
  • Experience administering grants including proposed writing, budgeting, and evaluation
