This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

The Idaho Department of Health and Welfare is recruiting for an executive level Division Administrator to oversee Contracts and Procurement Services, Financial Services, Audits and Investigations, and Facility Services for the State's largest agency. This position is instrumental in supporting Department programs designed to help people live healthy and productive lives, while strengthening individuals, families and communities. The Department consists of nearly 2,900 employees working at 40 offices, two hospitals, two residential care facilities and a state laboratory.

The Management Services Division Administrator is a key member of the executive leadership team, reporting to the Deputy Director and Director of Health and Welfare. This position will work directly with Department executives, other state agencies, and the State's Executive and Legislative branches as necessary.

The ideal candidate will have the ability to manage complex business operations, a strong financial background, and demonstrate creative problem-solving in order to adhere to state rule and statute while also improving business operations. EXAMPLE OF DUTIES:

  • Provide direction to ensure compliance with state, federal and Department policies and procedures to Contract and Procurement Services, Financial Services, Audits and Investigations, and Facility Services operations.
  • Administer strategic direction, planning, oversight, delivery and accountability for division activities and programs.
  • Provide direction on Department-wide issues including organizational structure, program, policies and resource allocations.
  • Provide direction in the development of legislation, rules, procedures and policies.
  • Provides key analytical support evaluating and recommending the fiscal and operational impact of departmental activities, programs, and external affiliations on current and future operations.
  • Provides guidance and oversight in the development, implementation, and modification of the budgets and financial processes to ensure they meet the administrative and programmatic needs of the Department.
  • Ensures proper internal financial controls and ensures consistency with department principles and federal and state policies and procedures.
  • Facilitate and monitor short and long range expense planning and allocation of funds.
  • Provide leadership in areas related to facility services including real estate acquisition, selling and leasing land, fleet vehicle management and project management.
  • Provide direction in the area of procurement; ensure program requirements are met while adhering to applicable purchasing laws and rules.
  • Oversee contract management and ensure compliance with applicable contracting laws, rules, bidding requirements, and department policies and procedures.
  • Provide direction to the Bureau of Audits and Investigations to include the functions of Internal Audit, Criminal History, Fraud Investigation, Medicaid Program Integrity, data governance and data analytics.
  • Oversee Audit responses for the Agency.
