The Trial Court Administrator, Sandra Barrios, oversees all administrative responsibilities of the Fourth Judicial District. This includes responsibility for facilities management; serving as a liaison between agencies, the media, and the public; and developing and carrying out policies that enhance court system performance.

Position general summary: Responsible for the daily management and operation of Family Court and Domestic Violence services within the Trial Court Administrator's Office. Oversees projects and maintains communication with judges and community partners. Develops protocols, tracks budget, makes referrals, collects court data, and writes and implements grants.

Essential functions:

  • Responsible for strategic planning of Family Court Services and Domestic Violence Services;
  • Responsible for preparing and administering the Family Court Services budget and administers grants;
  • Coordinates and allocates County and Idaho Supreme Court funds to support court-ordered programs for indigent parties;
  • Maintains records and ensures accurate data tracking;
  • Oversees clinicians' forensic evaluations, case management, and compliance with established protocol and procedures;
  • Oversees and ensures the accuracy of work completed by Family Court Specialists, including child support calculations, parenting plan development, and file reviews;
  • Reviews and evaluates the effectiveness of programs and recommends program and procedural improvements;
  • Develops written objectives, policies, and procedures for Family Court Services;
  • Working closely with the Domestic Relations (Family Court) Bar as well as with private sector service providers, makes immediate assessment of parties to determine the appropriateness of recommendations;
  • Provides case coordination for family law judges on other court involvement a family may have including other court orders which may affect custody issues;
  • Oversees comprehensive criminal history checks as part of case coordination, for domestic violence court, and attachments to internal assessments;
  • Supervises comprehensive report summaries for domestic violence court;
  • Provides community resources for civil court participants;
  • Develops and operates parent education program currently called "Focus on Children";
  • Works with Judges, Lawyers and Mediators to coordinate the actual mediation with clients;
  • Serves on committees for the Idaho Supreme Court's Children and Families and the Court Committee;
  • Provides information, resources and completes reports for the Idaho Supreme Court's Children Families and the Court Committee;
  • Responsible for supervision of the Family Court professional clinical staff, ADR Specialists, as well as college interns; including training and assignment of work, scheduling, performance and recommendations for hire and separations;
  • Supervises the Domestic Violence Court Coordinator and provides support with budgeting, policies and procedures, and meetings with service providers and judges;
  • Assists the Domestic Violence Court Coordinator in developing written objectives, policies and procedures for Domestic Violence Court;
  • Interprets and applies laws, rules and policies and ensure compliance with professional and ethical standards;
  • Provides Family Law Judges with current research on issues pertaining to custodial issues and family violence;
  • Coordinates activities relating to Pre-Filing workshops;
  • Coordinates and administers accredited Family Law Attorney Brown Bag Lunches;
  • Assesses files to determine when parents are in dispute over dependent children in divorce cases;
  • Responsible for development and maintenance of the roster of available mediators;
  • Responsible for providing guidance (including selection, if necessary) to parties involved in the process of choosing a mediator;
  • Responsible for making recommendations to judges concerning appropriateness of alternative courses of action (home-study, mediation, counseling, etc.);
  • Performs actual mediation services in specific cases;
  • Works with judges, lawyers and mediators on mediation of family law cases and seeks compliance with clients;
  • Gives advice and guidance to the mediators as requested and as necessary.

Additional functions:

  • Performs related duties as required.

Job requirements:

  • Master's degree in Marriage and Family Counseling, Social Work, Counseling, Psychology or a related field from an accredited college or university or graduation from an accredited law school preferred, or an equivalent combination of education and experience;
  • Recognition as a Custody Mediator by the Idaho Supreme Court preferred;
  • Knowledge of child development as it relates to custody arrangements,
  • Knowledge of domestic violence dynamics including characteristics of batterers, victims and the effect on children;
  • Knowledge of laws, rules, theories and standards of custody mediation;
  • Knowledge of judicial management and pleadings of domestic relations cases;
  • Skill in administration and supervision necessary to supervise a small staff and to develop policy and procedure;
  • Skill in the assessment of dynamics involved with families in transition;
  • Skill in presenting information to small and large groups in a public forum;
  • Skill in communicating with culturally diverse populations;
  • Skill in developing trust, confidence, and cooperation of persons; including county officials and the public;
  • Ability to plan, direct and organize administrative services and administer a budget;
  • Ability to communicate clearly and effectively, both verbally and in writing;
  • Ability to plan and prioritize work assignments;
  • Ability to exercise sound judgment;
  • Ability to properly interpret and make decisions in accordance with laws, regulations and established policies;
  • Ability to maintain confidentiality;
  • Ability to collaborate with domestic relations court personnel and outside providers in the design development, and operations of programs;

Other requirements:

  • May require work in the evening beyond normal business hours;
  • The incumbent is subject to a criminal records check;
