The Idaho Department of Water Resources (IDWR) has an opening for Business Analyst in its downtown Boise office. The Business Analyst coordinates with the Idaho Office of Information Technology Services (ITS) to provide information technology (IT) services forIDWR staff and the public. The Business Analyst develops a deep understanding of IDWR's vision, structure, processes, software applications, and workflows and leverages that understanding to efficiently address problems or provide enhancements. The Business Analyst also manages and maintains IDWR'sinternal and external websites.

Business Analyst Duties

IT Service Coordination

    • Coordinate with ITS to meet IDWR's IT needs. Host weekly interagency coordination meetings.
    • Manage IDWR's Master Level Agreement (MLA) with ITS to ensure IT services are completed consistently with the MLA framework and that billing is appropriate.
    • Coordinate IDWR's internal IT services budget with the IDWR Financial Officer.
    • Plan, communicate, direct, and coordinate system enhancements (software and hardware) in partnership with ITS, including implementation of significant software transitions from legacy solutions to cloud services or similar.
    • Coordinate with the ITS Business Analysts and IDWR stakeholders to identify and review performance measures needed to recommend commercial and custom software solutions for the agency.
    • Partner with IDWR leadership to define their IT-related long-range objectives and short-term operational goals, and work with ITS and agency stakeholders to implement those priorities.
    • In conjunction with ITS, develop and maintain an internal management system to facilitate annual inventory requirements and asset lifecycle management.
    • Coordinate annual PC replacement rollouts and cost allocations with Agency Purchasing Officer and ITS.
    • Study and compare costs for new IT-based solutions.
    • Identify needs and facilitate staff training in relevant IT systems.
    • Plan, coordinate, direct, and implement a process to engage agency stakeholders in IT decision making and lead the change management to implement approved solutions.
    • Research, evaluate, and test emerging technologies.
    • Communicate and facilitate plans for IT changes, outages, and releases
    Website Coordination
    • Manage IDWR's internal and external websites to comply with program goals and regulations.
    • Coordinate the actions of IDWR web content managers to maintain or modify the webpage, post content, and ensure uniform standards across all agency websites.
    • Coordinate IDWR's website needs with ITS and web development contractors.
    • Envision the future of IDWR's web and mobile communication strategy.
    • Assist with internal webpage and webservice technical queries from across the agency.
    • Serve as agency Webmaster, including overseeing employee web server access decisions.
    • Review and analyze agency business practices to determine those practices that could be significantly enhanced by the modification of IDWR's websites and software applications.
    Minimum Qualifications

    Good knowledge of:
    • Project management.
    • Organizational/business analysis and evaluation.
    • Process improvement methodology.

    Desired Qualifications
    • Experience developing and maintaining websites.
    • Good knowledge of IT systems.
    • Good spoken, written, and graphic communication skills.
    • Meeting facilitation.
    • Experience with workflow management tools.
    • Experience with Laserfiche, SharePoint, and WordPress.
