Summary Statement

Join a dynamic airport operations team and contribute to the management and growth of Airport property and commercial programs. This role supports a wide range of activities, including contract administration, commercial management, and positive tenant relations, helping ensure a smooth and successful airport environment. You'll assist with the negotiation and coordination of aviation and non-aviation leases and revenue-generating agreements and play a role in the management and development of Airport-owned property. Required Knowledge, Experience, And Training

  • Bachelor's degree in business administration, real estate, aviation administration or related field

  • 4 years of experience in commercial real estate activities such as buying, selling and contract and property management, or an equivalent combination of education and/or experience.

Licensing And Other Requirements

  • Valid state-issued driver's license.

  • Ability to obtain and maintain an airport driver's license.

Special Requirements

Applicants must be able to pass:

  • City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

  • Driving Record Check

  • Transportation Security Administration background check (SIDA)

Essential Functions

Maintains and updates contracts and lease agreements in accordance with state laws, city code and federal policies and procedures. Composes correspondence relating to contracts and leases. Monitors contract compliance related to extensions, renewals, cancellations, modifications, insurance and bonding. Participates in special projects related to the airport's business division. Researches and compiles information for management decisions and reporting. Compiles and distributes monthly contract expirations, rate adjustments and renewal reports.

Coordinates and supports the administration and management of airport property. Develops Requests for Bids (RFB) and Requests for Proposals (RFP). Compiles monthly reports on concession gross revenues and benchmarks of airport vendors and lessees. Oversees and assists with maintaining a database of property leases and contracts and prepares reports. Investigates and contributes to the resolution of tenant or public complaints. Reviews tenancies for compliance with contracts, agreements and various department policies. Submits contracts and agreements for council approval.

Provides real property asset information to internal and external customers and stakeholders. Responds to inquiries regarding real estate and revenue contracts.

Assists with the negotiation of easements with the public and various federal, state and private agencies. Contracts for and reviews property appraisals, legal descriptions, site plans, inspections, environmental assessments and surveys. Prepares purchase and sale agreements.

Requirements

Additional Required Knowledge, Experience, And Training

Knowledge of:; property negotiation practices and techniques; property management principles, methods and practices; legal aspects of real estate leases and rental agreements; applicable laws, codes and regulations pertaining to the acquisition and disposition of real property; principles and practices of budget development and administration; capital improvement planning and budgeting; and computer usage including related software.

Ability to:; interpret federal, state and local laws, statutes, ordinances and policies concerning airport commercial real estate; represent the City of Boise effectively in negotiations; analyze complex operational and administrative problems and recommend or implement effective courses of action; communicate effectively in the English Language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training

Five years of progressively responsible experience in commercial real estate activities such as buying, selling and contract and property management, including commercial airport properties and a knowledge of aviation industry rules, regulations and procedures.

While performing the duties of this job the employee is frequently lifting/carrying up to 10 pounds and occasionally lifting/carrying up to 20 pounds. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, reach and grasp. Position requires hand/finger dexterity.

Working Environment

The work environment will include inside conditions and outdoor weather conditions. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals. Occasionally exposed to the airfield, uneven ground at various sites and properties, and unknown hazards at vacant properties.
