The Idaho Division of Human Resources is seeking an experienced Human Resource Officer to lead HR operations supporting the Idaho Department of Correction (IDOC) and the Commission of Pardons and Parole.

This is a senior HR leadership role responsible for overseeing a team of approximately 16 HR professionals and serving as the primary strategic HR advisor to agency leadership. The HR Officer leads complex employee relations matters, workforce strategy, recruitment, organizational design, and HR operations in one of Idaho's largest and most operationally complex agencies. This classified position will operate under the guidance of DHR leadership and will be located at IDOC in Boise, ID.

Summary:

Recognized expert in the field of Human Resources with significant influence on organization policy, program development, and success. Regularly leads projects of critical importance, often with organization-wide impact. Oversees HR operations of the team for one or more agencies providing strategic guidance and oversight across all areas of human resources. Primary HR contact for agency appointing authorities on strategic initiatives. This role leads HR operations for a large and complex agency environment, managing a team of HR professionals and partnering closely with executive leadership to address workforce challenges, employee relations matters, organizational development, and talent acquisition strategies.

Responsibilities:

  • Responsible for developing and executing human resource initiatives and processes in support of the agency's strategic direction specifically in the areas of employee development, organizational design, performance management, training, talent acquisition, classification and compensation
  • Facilitates the development and implementation of HR policies and procedures for one or more agencies
  • Provides leadership and direction to a team of HR professionals responsible for employee relations, recruitment, classification and compensation, and HR operations.
  • Leads, develops, and holds accountable a team of HR professionals
  • Serves as a strategic advisor to agency executives on complex workforce issues including investigations, performance management, organizational design, and workforce planning.
  • Ensures operation at the expected service level in collaboration with management teams
  • Oversees complex employee relations matters including workplace investigations, disciplinary actions, and grievance resolution.
  • Analyzes complex problems requiring research, communication, and guidance regarding HR best practices while utilizing and shaping HR best practices
  • Drives continuous improvement in HR processes, service delivery, and data-informed decision making.
  • Builds and maintains strong partnerships with agency leadership to support operational needs and organizational effectiveness.
  • Consults with executives on strategic planning, goals, and objectives

Minimum Qualifications:

Considerable knowledge of:
  • Human resource administration

Experience:
  • Analyzing human resource management problems, developing solutions and recommendations
  • Counseling supervisors in management practices and organizational design
  • Analyzing jobs and recommending classification and compensation

Preferred Qualifications:

Ability/willingness to:
  • Work in a correctional facility
