Purpose of Position:

The Financial Officer is the lead financial position in the Agency and reports to the Deputy Administrator, IDVR. This position manages and directly engages in financial accounting, grant management, budget management, and auditing activities of IDVR to ensure compliance with federal, state, and agency policies in conformance with Generally Accepted Accounting Procedures (GAAP), Government Accounting Practices and Uniform Guidance. This position oversees procurement and contract management for the Agency to ensure alignment with federal and state requirements.

Outline of Responsibilities:

  • Develop and maintain expertise in the complexities of the federal Vocational Rehabilitation (VR) grant to ensure ongoing compliance. Engage in technical assistance and professional workgroups to remain aligned with current federal guidance
  • Implement and ensure compliance with fiscal policies and procedures, including requirements mandated by any Corrective Action Plans (CAPs) resulting from state and/or federal audits
  • Manage and oversee fiscal team operations to ensure timely and accurate work products. Provide training, development, and performance management, and ensure compliance with Human Resource policies and procedures
  • Prepare the agency budget and complete required state and federal financial reporting for review and approval by Agency leadership
  • Review, analyze, reconcile, and validate financial transactions and fiscal data within the State's financial management system and the Agency's case management system. Make necessary corrections and adjustments to ensure proper allocation of funds and maintain a clear audit trail
  • Monitor adherence to the Agency budget, grants, contracts, procurement requirements, and applicable laws, rules, and regulations. Oversee Agency procurement activities and maintain effective internal controls in alignment with grant management practices and accounting standards
  • Compile, analyze, and prepare financial statements and reports to support fiscal planning, forecasting, and strategic decision-making, including assessment of expenditures relative to federal grant awards, state appropriations, and fund allocations.
  • Manage the Independent Living (IL) grant and associated subawards to ensure compliance with agreements, reporting, reimbursement, and federal oversight requirements. Serve as liaison to the federal oversight agency to ensure timely and accurate grant draws and reporting
  • Provide fiscal services to the Council for the Deaf and Hard of Hearing (CDHH) in accordance with the agreement between IDVR and CDHH
  • Provide fiscal guidance and technical advice to the Strategic Leadership Team (SLT) on matters within the scope of this position
  • Research and prepare financial data, reports, and documentation for auditors and other official requests at the direction of the Deputy Administrator
  • Perform other related duties as assigned
Minimum Qualifications:
  • Bachelor's degree in Accounting, Finance or Business Administration plus five years' experience overseeing and engaging in complex accounting decision-making or nine (9) years of work experience in progressively more responsible fiscal positions, culminating in a Financial Manager (or higher level) position
  • Strong experience in federal grant management and reporting. Typically gained by at least 3 years' experience administering one or more federal grants
  • Strong experience using an Employer Resource Planning (ERP) system for fiscal processing. Typically gained by at least 3 years' experience working in the fiscal modules of an ERP
  • Prior experience in the preparation, active management, monitoring, and control of financial resources to ensure expenditures align with approved budget plans
  • At least two (2) years of prior supervisory experience
  • Ability and willingness to travel throughout the State of Idaho and for out-of-state meetings or conferences, as needed
Preferred Qualifications:
  • Current Idaho CPA license in accordance with Idaho Code 54-201 et. seq. or Certified Government Financial Manager (CGFM) or Certified Public Finance Officer (CPFO) awarded by the Association of Government Accountants (AGA)
  • Prior experience working in Infor Cloud-Based Enterprise Software products and Cognos Enterprise Reporting
