Job Summary:

The Sr. Human Resources Generalist at the City of Meridian performs a wide range of HR duties that either manage an area of HR and or provide ongoing Generalist support duties to assigned client departments. The Sr. Generalist specializes as a HR Business Partner. The Sr. Human Resources Generalist is expected to be experienced and to be able to continuously improve processes and approach for the best outcomes, balancing the needs of the City with the needs of the employee.

As a Business Partner, this position works closely with assigned department Directors to assist them in achieving their goals through their employees. This includes recruiting, onboarding new employees through new employee orientation, coaching and counseling employees and managers; working closely with assigned Directors on leadership development and employee relations. In addition, this role manages and/or leads one or more HR program areas, such as service awards and employee recognition etc. The incumbent participates in the short- and long-range planning for the Human Resources department and is responsible to ensure consistency and compliance with employment laws and City policies. The Business Partner works with assigned Departments to improve employee retention and morale as appropriate.

In the Benefits-focused role, the incumbent oversees the administration and maintenance of the City of Meridian's welfare benefit programs including health, PERSI, life and disability insurances. This position will supervise benefit staff. The position manages business relationships between vendors and employees. The role manages and leads the employee Wellness Program and the Benefits Committee. This position manages FMLA compliance, as well as the City's benefits enrollment, and COBRA. This position leads the City's Benefit Committee, leads the design and development of City Benefit packages, and provides benefit related recommendations and presentations to Mayor, Council and or City Leadership Teams.

Essential Duties & Responsibilities:

  • Provides monthly reporting as required to HR Director and others;
  • Provides exceptional customer service when responding to all internal and external customers, (employees, other governmental representatives, business organizations, community groups, and/or public);
  • Supervises department Administrative or Benefit support staff;
  • May conduct new employee orientation and ensures HR files are created and maintained per policies and guidelines;
  • Delivers training classes and HR workshops to City employees, solicits feedback from attendees, tracks and records attendance;
  • Keeps Human Resource Director fully and accurately informed concerning work problems, progress and issues;
  • Other duties as assigned.

HR Business Partner Focus:

  • Works closely with assigned departments to ensure that staffing needs are met through effective sourcing, recruiting and onboarding of new employees and developing of current employees;
  • Responsible for the actual posting, screening and interviewing of applicants for assigned departments;
  • Provides advice and guidance on existing City Standard Operating Policy / Procedure - Human Resources Policies in interpretation and implementation to ensure consistency and fair application;
  • Provides employee relations support to leadership, managers and employees through interviews, investigations, coaching and adherence to established procedures and policies;
  • Conducts exit interviews as needed and responds appropriately to information obtained;
  • Provides regular input and support into the City's City Standard Operating Policy / Procedure - Human Resources Policies, programs and practices;
  • Provides regular support to general HR department projects and activities to include semi-annual employee satisfaction survey, compensation reviews, annual performance review and merit increase processes, among others;
  • Responsible for the accurate input into the HRMS for new employees and for ongoing status changes to employees positions, salaries, job titles, managers, etc., and to ensure consistent application of salary administration guidelines;
  • Responsible for the departments Records retention requirements and adherence;
  • Delivers training to City employees, Managers, and or Leaders;
  • Manages HR assigned program budgets in consultation with HR Director;
  • Provide Human Resources related presentations to Mayor, City Council and or Sr. Leadership Team:
  • Performs other duties as assigned.

Benefits Focus:

  • Plans and leads the City's employee Wellness Program and Benefit Committee meetings;
  • Leads portions of the City's new employee Orientation and onboarding;
  • Makes recommendations and decisions on Plan design and changes in consultation with HR Director and others as appropriate;
  • Manages benefit assigned program budgets in consultation with HR Director;
  • Manages vendor relationships as appropriate;
  • Performs development of new system codes and the HRIS System as needed;
  • Provide benefits related presentations to Mayor, City Council and or Sr. Leadership Team;
  • Performs other duties as assigned.

Job Specifications:

  • Requires Associates degree plus years' 6-8 years' experience working the Human Resources field as a Generalist, etc. or any equivalent combination of experience, education or training in human resources which provides the knowledge, skills and abilities necessary to perform the work;
  • A Bachelor's degree in Human Resources, Management or Business and/or PHR/SPHR is desirable;
  • Must have thorough knowledge of human resources practices/procedures, general office practices and a thorough knowledge of record keeping principles and practices;
  • Must be computer-savvy and be proficient in Microsoft Office products, including Outlook, Publisher and PowerPoint;
  • Must have working knowledge of State and Federal employment laws and regulations, including FMLA, ADA, COBRA, FLSA, ERISA, DOL and appropriate IRS regulations;
  • Must have excellent writing skills and be able to create letters, reports, documentation using proper grammar, spelling, etc.;
  • Must have outstanding relationship building skills and have demonstrated the ability to work at all levels within an organization and relate to all levels of employees;
  • Ability to understand budgeting and adhere to pre-determined budget.

Work Environment and Physical Demands:

This role spends most of the day sitting at a desk and working on a computer, inside a climate-controlled office environment. May lift up to 25 lbs. on occasion.

Position requires occasional meetings outside of regular working hours, i.e. City Council, early morning/late evening meetings with employees on 24 hour shifts, as needed.

Travel Requirements:

Position may travel within the City of Meridian to other City locations. Occasional in-State travel may be required.
