Are you an experienced life insurance and annuity professional looking to serve the public by answering questions and investigating complaints regarding life insurance and annuity contracts?
The Idaho Department of Insurance (DOI) ( is seeking a Consumer Affairs Officer with life insurance and annuity experience to provide customer service to the public. The ideal candidate will be customer service focused and have experience helping consumers with life insurance and annuity questions and issues. The selected candidate will receive training on life insurance and annuity regulation as well as support from an experienced team (Consumer Affairs section ( ).
The ideal candidate will also be detail-oriented with excellent communication skills. This position requires experience manipulating computer databases to store, retrieve, compile, and analyze data as well as experience with word processing programs.
EXAMPLE OF DUTIES
Reviews, analyzes, and resolves insurance-related complaints and problems; provides technical information and assistance to the insurance industry and the public.
Analyzes consumer complaints relating to the insurance industry to determine whether a violation of Idaho insurance laws or a breach of contract provisions has occurred.
Requests documentation, information, and assistance from insurance companies in resolving complaints and problems.
Negotiates resolution of complaints.
Investigates code violations.
Prepares documentation and submits to supervisor for legal referral.
Responds to technical questions from insurance companies, adjusters, agents, and others on claims procedures, underwriting, and insurance laws, regulations, and procedures.
Reviews insurance policies and related documents to assure compliance with Idaho insurance laws and regulations.
Provides information, interpretations, and assistance to the public in a variety of insurance matters, including alternative coverages, policies, and legal requirements for coverage.
MINIMUM QUALIFICATIONS
Some knowledge of:
Experience:
Mediating conflicts: Typically gained through mediation or negotiation related college coursework or training, or through six months to one year of full-time professional or volunteer experience where mediating conflicts or negotiating complaint resolutions was a major job duty.
Analyzing and compiling information into meaningful written correspondence and reports: Typically gained through more than six months of full‑time professional experience analyzing financial or insurance policy information and preparing written explanations addressing issues or problems.
Using a personal computer: Typically gained through more than six months of professional experience using programs such as Microsoft Word, Outlook, and Excel (or equivalent), or through college level computer coursework covering basic and intermediate skills.
Making oral presentations before groups: Typically gained through more than six months of experience giving presentations in group settings, or through current enrollment in, or successful completion of, college level speech or communication courses or equivalent training such as a multiday seminar.
MINIMUM QUALIFICATION SPECIALTIES
Good knowledge of the insurance industry's working areas for life insurance and annuity contracts, including:
Marketing or
Underwriting or
Claims processing or
Policyholder services
Typically gained by at least one year of full‑time professional experience requiring detailed knowledge of life insurance and annuity insurance products, such as selling, claims adjusting, underwriting, or providing policyholder services. (Note: Experience limited to workers' compensation or medical billing does not qualify.) Your resume must clearly document this experience to receive credit.
Some knowledge of:
Legal terminology commonly used in life and annuity insurance contracts: Typically gained by more than six months of professional work experience using legal terminology found in insurance contracts, or through successful completion of college‑level coursework or a multi‑day seminar in each subject.
Functions and responsibilities of insurance agents and adjusters: Typically gained by successful completion of coursework, seminars, or training specifically covering the functions and responsibilities of insurance agents and adjusters, or by at least one year of full-time professional experience in either area. Your resume must clearly document the qualifying experience to receive credit.
Experience:
Interpreting insurance contracts and coverage relating to Life insurance and annuities.
Applying and explaining insurance policies and laws.
Typically gained by more than six months of full‑time professional experience interpreting, applying, and explaining insurance policies or laws.
