The Idaho Transportation Department is hiring an Employee Safety, Health & Risk Program Manager to join our Administration team candidates can be located in any ITD District. Coeur d'Alene, Lewiston, Boise, Shoshone, Pocatello or Rigby ID.

The Idaho Transportation Department (ITD) is seeking an engaged and capable leader to serve as the statewide Employee Safety, Health, and Risk Manager. This position leads, inspires, develops, implements, and sustains multiple employee safety and loss control programs at ITD.

Duties involve frequent travel to and from work sites, with some overnight stays required; working in all weather conditions and under hazardous conditions; walking over rough terrain; and working around considerable noise and operating equipment.

EXAMPLE OF DUTIES

  • Serve as the primary leader for employee safety at ITD, with a focus on enhancing a positive safety culture

  • Lead statewide safety teams and programs effectively through direct engagement and collaboration

  • Develop, implement, and review safety policies and procedures.

  • Manage a budget

  • Evaluate program effectiveness and make recommendations for program improvements

  • Act as a consultant to executive management on issues related to health, safety, and risk management

  • The incumbent represents ITD on various committees and professional organizations focused on safety and risk management, including the senior leadership safety strategic team

  • Oversee various programs, including industrial hygiene (indoor air quality, hearing conservation, ergonomics, respirator use, etc.), safety evaluations, training, drug and alcohol testing (pre-employment, post-incident, reasonable suspicion, and random), employee wellness initiatives, tort claim reviews, investigations of vehicular and industrial incidents, coordination of workers' compensation, driver record checks for equipment operation, and chemical exposure evaluations

  • Manage the statewide drug and alcohol testing programs, which include writing bid specifications, monitoring contract quality control and test site adequacy, and overseeing the maintenance and confidentiality of the program's records

  • Review all tort claims and facilitate investigations and responses

  • Facilitate safety and health training programs, including training for safety-trained supervisors and reasonable suspicion

  • Comply with federal and state safety standards and regulations, including data collection and reporting requirements

  • Monitor safety training programs, work procedures, and conduct work site and incident inspections. The inspections require the incumbent to apply knowledge of construction practices, traffic control requirements, and bio-monitoring procedures to evaluate safety and risk/management factors

  • This position hires, trains, and evaluates one support staff member

MINIMUM QUALIFICATIONS

  • Reviewing and implementing commission, state, and federal laws governing industry to ensure compliance

  • Analyzing complex management issues and developing recommendations for improvement

  • Preparing oral and written reports on the findings and recommendations of studies

  • Using spreadsheet software (such as Excel, Statistica, SPSS, SAS) to perform data analysis and generate reports

  • Making oral presentations

  • Providing expert testimony before a Commission or legal proceeding

Some knowledge of:

  • Budget practices (cost/benefit analysis and budget setting)

  • Construction practices

Good knowledge of:

  • Applying project management principles to plan, implement, and administer industry projects

  • Workers' Compensation Law

  • Safety techniques and principles

  • Occupational Health and Safety Administration (OSHA) regulations

  • Federal transportation drug and alcohol testing laws and requirements

Desired Qualifications:

  • A bachelor's degree, or higher, in a health, safety, or related field (or equivalent experience)
