The Idaho Department of Health and Welfare is currently seeking a Grants/Contracts Operations Analyst in Boise. This is the second of a three-tier Grants/Contracts job series, and is a great opportunity for individuals who are interested in starting a career with the department's Contracting and Procurement Services unit.

We are seeking applicants who have good attention to detail and critical thinking skills. This position will support the unit's responsibilities of ensuring department contracting practices follow state procurement laws, rules and guidance. The position will also identify contract deficiencies and make recommendations for correction.

This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES:

• Establish and maintain department service contracts and associated records.
• Monitor contracts for vendor compliance to terms and conditions.
• Review end-user requests for compliance with department, state and federal rules and guidelines.
• Research, evaluate, develop and/or update solicitation specifications and documents for bid process.
• Provide solicitation process support and assess bidder responsiveness to solicitation.
• Provide technical assistance to end-users on purchasing and contracting guidelines, statutes and regulations.
• Ensure department contracts are procured, created and managed appropriately.
• Recommend solicitation methods for expiring contracts and recommend awards from Requests for Quotation.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position.

• Some knowledge of grant or contract administration. Typically requires completion of an 8 hour course or training specifically covering grants and/or contract administration (grant-writing only does not qualify) OR at least one year of experience developing and monitoring grant budgets, scope of work, time tables, reporting requirements. Experience should include reviewing reports, expenditures and budget information, and compiling performance data.
• Some knowledge of bookkeeping. Typically requires one semester of high school bookkeeping OR approximately one year of work experience making routine debit and credit transactions, using worksheets and developing reports.
• Experience interpreting, applying and explaining laws and regulations. Typically requires at least one year of work experience where explaining to others how laws, policies, or procedures apply to specific situations was a regular part of the job.
• Experience collecting, organizing and evaluating data and writing a narrative report of findings. Typically requires at least one year of experience collecting, organizing, and evaluating data and writing a narrative report of findings. Experience should include interpreting narrative or demographic or statistical reports to ensure compliance with laws, regulations or requirements.
