Summary Statement

The City of Boise is hiring for a Credentialing Supervisor to support the Boise Airport!

This role will oversee and elevate our airport access control and compliance programs. In this hands-on leadership role, you'll manage daily badging operations, ensure regulatory compliance with TSA and FAA standards, lead audits and training programs, and coordinate with public safety and airport partners to protect secure areas of the airport. This role offers a unique blend of operational leadership, regulatory impact, and real-world problem solving in a high-visibility aviation environment.

As Boise Airport grows - including major infrastructure improvements like new parking facilities, expanded TSA checkpoints, and a multiyear terminal upgrade to right-size operations for future demand - you'll be part of an organization shaping the future of travel in the Treasure Valley.

The work schedule would be 6:45am - 3:15pm Monday - Thursday, and 6:45am - 12:15pm on Friday or something similar for 40 hours a week.

Essential Functions

Performs the full range of duties (with appropriate managerial review), including hiring, evaluating, promoting, and assigning duties; correcting inappropriate actions or behavior through communication and coaching, initiating discipline or termination as needed; and overseeing employees or a group. Performs the tasks of subordinate employees, as needed.

Supervises the credentialing office's daily operation, including issuing airport access media badges, keys and vehicle permits. Oversees and maintains extensive Security Threat Assessment (STA) database and daily submissions of badging credentials. Maintains and submits STA data, administers fingerprints and interprets results. Operates computers, badging and electronic fingerprint equipment. Resolves airport access media badge, key and permit concerns while complying with airport security regulations.

Supervises the implementation of policies and procedures for aviation credentialing. Ensures recordkeeping follows appropriate Transportation Security Administration (TSA) and Federal Aviation Administration (FAA) regulations. Entrusts the privacy/security of personal information presented during the badging application process and ensures its protection from unauthorized use.

Manages the audit program to ensure compliance. Conducts multiple comprehensive audits of security access media compliance for internal and external agencies. Reviews and reports audit findings. Manages training programs, including overseeing and training badge holders in compliance with FAA Part 139 regulations. Administers all required airport security-related training programs to obtain ID media access. Administers and oversees training and testing for badge holders with approved access to secured areas.

Responds to terminal emergencies and security incidents that occur in the airport. Interacts with victims, emergency responders and witnesses. Completes appropriate reports and provides customer service to the public, internal/external stakeholders and the airport community. Acts as the initial airport representative in liaising with law enforcement during a security incident. Supervises and maintains the Family and Friends Assistance Support Plan.

Manages and maintains the Authorized Signatory Program, which encompasses training and qualifying signatory authority officials in compliance with their regulatory responsibilities regarding vetting and approving the employment of individuals seeking media access. Maintains and manages the Airport Trusted Agent Program and knows and follows all rules about safeguarding information.

Requirements

Required Knowledge, Experience, And Training

Bachelor's degree in airport management, business, public administration or a related field one year of experience in airport credentialing, operations or administration, including demonstrated experience conducting TSA 1542 responsibilities and/or FAR 139 airfield inspections and supervising employees, or an equivalent combination of education and/or experience.

Knowledge of:

  • Record keeping best practices

  • Computer usage including related software

Ability to:

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training

Four years of experience conducting TSA 1542 compliance inspections with two years in a supervisory role.

Advanced American Association of Airport Executives (AAAE) training/credentials.

Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) 100, 200, 300, 400, 700 and 800 Certification.

Licensing And Other Requirements

Valid state-issued driver's license.

Successful completion of a TSA 10-year employment background investigation.

City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

Transportation Security Administration background check (SIDA)

Physical Efforts

While performing the duties of this job the employee is always lifting/carrying up to 10 pounds and rarely lifting/carrying up to 50 pounds. Work includes sensory ability to talk, hear, smell and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.

Working Environment

The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards, work in/at heights and confined spaces. Employees will also drive a vehicle as part of this position. Work includes protected exposure to chemicals. Employees will work in and around running aircraft and heavy equipment and outdoors during all weather conditions.
