The English Learner program helps those attaining English proficiency overcome cultural and language barriers, and promote students' access to high-quality education. The English Learner/Title III-A Program State Coordinator is a key member of the Idaho State Department of Education (IDE) that provides assistance, guidance and direction to districts to help ensure they meet state and federal laws and regulations regarding the education of English Learners. This position assists districts in creating, implementing and maintaining Language Instruction Educational Programs that are rigorous and equitable. Work is performed under the supervision of the Federal Programs Director.
RESPONSIBILITIES:
· Understand and interpret state and federal policy, regulations, and non-regulatory guidance for English Learners;
· Ensure the IDE follows state, federal, and other applicable directives, mandates, statutes, rules, and regulations;
· Provide federal monitoring to ensure Local Education Agency (LEA) compliance for state English Learner program and Title III-A program;
· Allocation and evaluation oversite of the implementation of state English Learner (EL) 3-year enhancement grants; duties include: organizing call for district/charter proposals, hiring and providing direction to external evaluators that work with the grant districts/charters;
· Provide ongoing technical assistance to Idaho schools in the implementation of a Language Instruction Educational Program;
· Provide and coordinate training for ongoing implementation of the Idaho State English Language Development (WIDA) standards;
· Coordinate ongoing professional development for Idaho teachers on the unique needs of English Learners, including managing Professional Development Specialist and the Go to Strategies training;
· Oversee website information and documents for accuracy and relevance for state English Learner and Title III-A programs;
· Coordinate with Content & Curriculum department for textbook adoption for state English Learner program;
· Collaborate with technology services department for data and English Learner Management System (ELMS) for state English Learner program;
· Oversee the development of statewide applications relevant to EL data collections and reporting in ELMS, Consolidated Federal and State Grant Application [CFSGA], Online Tool for IT Support [OTIS], and Secure File Transfer Protocol [SFTP];
· Maintain and ensure data quality reported through state EL data collection application for data reporting accuracy;
· Review annual CFSGA district/charter applications for State English Learner, Title III-A programs and Non-EL districts/charters;
· Manage allocations and distributions of state English Learner Funds, federal Title III-A, Title III-A Immigrant, and Title III-A Consortium;
· Coordinate and oversee the Regional English Learner Coaches contract for the Title III-A Consortium;
· Create and update manuals, handbooks, instructional materials, audio/visual presentation tools, and other related materials for the English Learners program;
· Participate in regular communication and webinars to keep stakeholders informed about opportunities and events happening in our state focused on the English Learner and Title III-A programs;
· Represents the Idaho English Learner and Title III-A program at local, state, regional, and national conferences, seminars, conferences, and meetings as directed. Activities may include: serving in committees, study groups, councils, task forces, and related associations.
· Format any public documents for ADA accessibility per IDE policies and procedures
MINIMUM QUALIFICATIONS:
· Bachelor's degree from an accredited college or university required
· Public school K-12 teaching experience, working with multilingual learners and families
· Ability to create and maintain strong relationships with teachers and educators
· Experience in planning and presenting training sessions
· Ability to provide vision, creativity and innovation
· Excellent interpersonal, communication and time management skills.
· Knowledge of latest research to provide effective instructional strategies
· Experience writing reports and managing budgets
· Ability to travel as needed for training and technical assistance
DESIRED QUALIFICATIONS:
· English as a Second Language (ESL/ENL) or Bilingual Education Endorsement
· Bilingual in Spanish
· Understanding of the Idaho English Language Development (ELD) standards and WIDA consortium
· Master's degree or equivalent from an accredited college or university.
· Knowledge of federal grant management
PHYSICAL REQUIREMENTS: (with or without reasonable accommodation)
This position requires the ability to perform the following physical and job-related tasks:
· Operate standard office equipment such as a computer, telephone, copier, and scanner
· Read, review, and process both printed and digital documents
· Maintain focus and attention to detail for extended periods
· Understand, communicate, and follow through on program support tasks and responsibilities
· Approximately 90% of time is spent sitting at a desk or workstation, up to 4 hours at a time
· Approximately 10% of time is spent standing, walking, bending, or kneeling
· Occasionally lift items, typically weighing under 5 lbs., and occasionally up to 20 lbs.
TRAVEL REQUIRED:
This position requires approximately 20% travel time for training, technical assistance, monitoring, state/national trainings and conferences.

Vesting in the Public Employee Retirement System of Idaho (PERSI): All employees of the Idaho Department of Education are non-classified. They are appointed by the elected official and serve at the pleasure of the elected official. As such, employees working at a non-classified agency are considered vested in the PERSI retirement system after five (5) consecutive months of service, versus five (5) years of service at a classified agency.
Tuition Fee Waiver: All Idaho Department of Education employees in permanent full-time positions may register for instructional courses during any academic period, at any participating state funded institutions of higher education, for a $20.00 nonrefundable registration fee per semester and $5.00 per credit hour charge.
