General Position Summary:

The Deputy CIO serves as the second-in-command and the chief operating officer of the IT organization, responsible for overseeing daily IT operations, enterprise applications, service delivery, infrastructure management, and IT budget development and execution. This technical, operations-centered, senior IT executive role is seen as the most trusted partner of the CIO and in the absence of the CIO, the Deputy CIO is typically serving in the full capacity of the CIO role. The Deputy CIO primarily focuses on the "run" aspect of information technology services but plays a critical role in leading technology initiatives, improving operational efficiency, and driving innovation to enhance service to the judiciary as well as internal and external partners.
This role works within the administrative office of courts of the Idaho Supreme Court, which as the third branch of government provides access to justice through the timely, fair, and impartial resolution of cases.
The Information Division of the Idaho Supreme Court operates independently from the Office of Information Technology Services (ITS) in the executive branch although this role will collaborate with ITS.

Major Duties and Responsibilities

  • Leads enterprise IT operations, including infrastructure, applications, and service management functions;
  • Partners with the CIO in providing technology vision and direction for the Administrative Office of the Courts (AOC)
  • Champions efforts that integrate emerging technologies to advance digital court capabilities and improve enterprise-wide adoption;
  • Leads development, implementation, and maintenance of enterprise applications and digital services;
  • Manages IT service delivery, ensuring high availability, performance, and customer satisfaction;
  • Directs and mentors IT managers and staff, fostering a culture of accountability, collaboration, and continuous improvement;
  • Assists the CIO with IT workforce management, including sourcing, training and performance management;
  • Facilitates communications across IT teams, users, and the Information Divisions' stakeholders;
  • Contributes to the development of the enterprise technology policies, architecture, standards, and governance processes;
  • Provides leadership in planning and managing IT product and service development;
  • Contributes to IT continuous-improvement programs and enterprise guidelines;
  • Develops and reports on IT performance metrics to ensure IT delivers value to the enterprise and achieves commitments of reliability and availability;
  • Identifies and implements best practices for optimizing infrastructure and operations costs, improving system performance, and ensuring service-level objectives are met;
  • Manages and allocates IT resources to align with evolving business priorities, maintaining equilibrium between immediate project demands and long-term initiatives, while fostering a healthy work/life balance for team members;
  • Leads IT asset management processes to ensure that assets achieve their full lifetime cycle value, and the tools to support asset management are fully matured and utilized;
  • Develops and manages strategic partnerships with vendors and other judicial stakeholders;
  • Assists the CIO with negotiating and managing vendor contracts, and makes procurement recommendations;
  • Develops and manages the annual IT budget, including forecasting, expenditure tracking, and resource optimization;
  • Collaborates with AOC leadership and governance bodies to align technology investments with strategic priorities, ensuring cost and resource considerations are communicated;
  • Oversees the execution of high-impact, AOC-wide, strategic programs or initiatives;
  • Stays current with developments in new technologies and platforms;
  • Assumes full CIO responsibilities (or those responsibilities as directed) during the CIO's absence;
  • Performs other duties as directed.
Minimum Qualifications
The Idaho Supreme Court reserves the right to consider an equivalent combination of education, training, and/or experience necessary to successfully perform the major responsibilities of the position.

Education and Experience:
  • Bachelor's degree in computer science, technology management, management information systems, business management, or a related field, or an equivalent combination of education and/or experience required; Master's degree in a related field preferred.
  • 10 or more years in IT business/industry;
  • Five or more years of management responsibility in relevant business/industry, managing multiple, large cross-functional teams or projects, and influencing senior-level management and key stakeholders;
  • Leadership experience must include managing multiple layers of staff, including mid-level IT managers;
  • Experience managing large-scale IT infrastructure, operations, and enterprise applications in a complex organizational environment;
Knowledge, Skills, and Abilities
  • Knowledge of existing and emerging information technology and services and the effective application of those technologies in the court/legal/government/business environment;
  • Knowledge of infrastructure planning and operations, design, and deployment, as well as system life cycle management;
  • Knowledge of service delivery and architecture frameworks;
  • Skill in budgeting, financial, and resource management;
  • Skill in supervision and personnel management;
  • Skill in leading strategic planning efforts that align technology initiatives with organizational goals and long-term vision;
