POSITION SUMMARY:

The principal function of an employee in this class is to provide accurate readings and maintenance of water meters to ensure efficient operation. The work is performed under the direction and supervision of the Utility Technician Lead, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the assigned supervisor, other employees, and the general public. The principal duties of this class are performed an outdoors environment in a variety of terrains and weather conditions.

ESSENTIAL FUNCTIONS:
Reads meters and makes complete and accurate consumption records.
Ensures the efficient operation of meters in an assigned area, including performing routine maintenance on meters and service sites as required, proofing previous readings, and checking for leaks as needed.
Monitors the conditions of the meters and reports any problems or deficiencies to an assigned supervisor, including replacing water meters as well as damaged rings, lids, and tubs
Installs new meter sets for residential and commercial
Maintains automated meter reading software (leak detection, non-reporting)
Maintains mass meter change out program
Responds to service orders for Utility Billing, including turning meters on or off as requested due to residents moving in or out and leak checks, in addition to shutting off water services due to non-payment and performing
Responds to service requests for Water Shop, including turning meters on or off for repairs requested by customers.
Irrigation turn-offs when appropriate.
Performs on-call (after hours, evenings, holidays, and weekends) on a rotating basis.
Assumes responsibility for other duties as required or assigned and attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new
developments in assigned work areas.
Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
Responds to citizens' questions and comments in a courteous and timely manner.
Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
Is punctual and timely in meeting requirements of performance, including attendance standards and work deadlines.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
Education: High School Graduate or General Education Degree (GED); Required
Experience: 2 plus years of experience in maintenance or any combination of experience and training that provide the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
Computer Skills: Ability to operate a computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and use new skills and knowledge brought about by rapid changing information and/or technology.
Certifications & Licenses: Valid State of Idaho Driver's License. Water Distribution I License within 1 year of accepting position.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
Strong oral and written communication skills
Some knowledge of the geography (GIS) and street locations throughout the City.
Some knowledge of the practices, procedures, and operations, including plumbing operations, involved with the installation and repair of water meters and related equipment.
Some knowledge of general mathematical computations.
Ability to operate a variety of hand and power tools.
Ability to diagnose equipment malfunctions.
Ability to work outdoors in physically demanding conditions.
Ability to make simple mathematical computations and accurate readings of meters.
Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
Ability to understand and follow oral and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and
reliable reports containing findings and recommendations.
Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
Ability to operate or quickly learn to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by
rapidly changing information and/or technology.
Integrity, ingenuity, and inventiveness in the performance of assigned tasks.

WORK ENVIRONMENT:
Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions.
