POSITION SUMMARY:
Entry-level position performing a variety of routine manual and semi-skilled construction, maintenance, and repair work in an assigned area of responsibility, and/or services as the lead worker over an assigned maintenance crew; performs other duties as required or assigned. Design, fabricate, install, and maintain traffic control signs through the operation of special computerized and manual equipment under the direction of an assigned supervisor.
The principal function of an employee in this class is to perform a variety of routine manual and semi-skilled construction, maintenance, and repair work in an assigned area of responsibility to ensure a safe and pleasant environment for City residents. The work is performed under the supervision and direction of an assigned supervisor, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the assigned supervisor, other City employees, and the general public. The principal duties of this class are performed in an outdoor environment in a variety of terrains and weather conditions with exposure to airborne pathogens and chemicals-frequent exposure to gasoline, diesel, paint, and asphalt fumes.
ESSENTIAL FUNCTIONS:
• Maintains and repairs City streets and roadways, including preparing road surfaces, patching or overlaying, paving and repairing potholes, painting crosswalks, and building, repairing, and erecting appropriate signage as required.
• Maintains City streets, roadways, paths, and accesses to ensure safety rules and regulations.
• Secures assigned work areas from traffic hazards to ensure the safety of City motorists and recreational participants, maintenance crews, and the general public, including directing and flagging traffic.
• Plows, sands, and performs snow removal and general maintenance as necessary.
• Painting of crosswalks, storm drain cleaning and maintenance, and removing and replacing drains.
• Instructs or leads the work of seasonal workers to ensure the safe and efficient completion of all work assignments.
• Applies chemicals in the control and management of weeds in the City's right of way.
• Mows grass, operates small equipment in street and traffic maintenance such as: push mowers, weed eaters, bush hog mower, hedge trimmer, gas powered cut saws, chain saws, blower, and other hand garden tools.
• Operate a crack router, air compressor, concrete saw, and crack sealer in the performance of street maintenance operations.
• Cleans, washes, and waxes vehicles and equipment. General maintenance on equipment, such as changing blades, greasing, and changing brooms on sweepers. Checking oil, fuel, and other fluid levels.
• Install, maintain, and repair all types of traffic control signs and assemblies to include construction and maintenance work zone traffic control devices.
• Maintains computer reports of traffic control sign locations and materials used.
• Maintains a working inventory of signs.
• Assures proper placement of traffic control devices during maintenance operations.
• May assist a qualified technician in maintenance of street lighting and signals to include cabinets.
• Work on-call shifts, night shifts, and mandatory 30-minute response to standby, snow removal, or other real-world emergencies in off-hours when required.
• Assumes responsibility for other duties as required or assigned.
• Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.

• Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.

• Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
• Is punctual and timely in meeting requirements of performance, including attendance standards and work deadlines.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
• High School Graduate or General Education Degree (GED) required.
• 6 plus months of experience in job-related training or education preferred.
• Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks, and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.
• Six to twelve months of work experience in work zone safety is desirable.
• Approved Flagging Certification required within 6 months of employment.
• Must live within 30 30-minute response time required when on call. Must have or obtain a residential or cell phone within 30 days and provide the number to the Supervisor.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
• Some knowledge of basic principles & practices of construction, maintenance, and repair activities.
• Some knowledge of the safe and proper use of basic hand tools, power tools, and equipment used in construction, maintenance, and repair work.
• Ability to efficiently operate related City vehicles, construction and maintenance tools and equipment, including trucks, jack hammers, weed eaters, tractors, mowers, routers, crack sealers, air compressors, and other related equipment.
• Ability to work outdoors for extended periods of time with exposure to varying weather conditions and day or night schedules as required.
• Ability to meet the physical demands of mechanical and labor-intensive duties, including the ability to stand and walk for extended periods of time and the strength to lift and maneuver materials and equipment.
• Ability to use a variety of hand tools and power tools safely.
• Ability to understand and follow oral and/or written instructions, read maps and blueprints, and perform shop mathematics.
• Ability to prepare accurate and reliable record-keeping.
• Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
• Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
• Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.
• Integrity, ingenuity, and inventiveness in the performance of assigned tasks.
