Essential Functions

Coordinates day-to-day work, delegates tasks and sets deadlines for the assigned team. Provides guidance, direction and support for training and reviews work. Ensures effective collaboration with other teams. Listens to team members' input and feedback and resolves any issues or conflicts.

Leads program development and strategic planning for the city's pathways and public spaces initiatives. Establishes annual and long-range work plans, oversees master planning updates, and aligns implementation priorities with community needs and available funding.

Supervises professional staff responsible for project execution and implementation. Provides guidance, feedback, and direction to ensure successful delivery of funded projects. Ensures project scopes, budgets and timelines are tracked and communicated effectively across the organization.

Maintains and manages partnerships with neighborhood associations, homeowners associations, irrigation districts, canal companies, other jurisdictional entities and utility companies to identify pathway and public space opportunities. Manages relationships to enhance partnership opportunities with external partners and identify creative solutions to create pathways and public spaces for all.

Prepares and manages project budgets, capital improvement program (CIP) recommendations, and detailed work plans for pathway and public space projects. Leads prioritization frameworks and decision-making processes for project investment. Identifies and seeks grant funding to support the implementation.

Serves as the primary liaison to City Council, Budget and Finance, and partner agencies. Organizes and maintains files. Conducts presentations on plans to the general public, elected officials, special interest groups, neighborhood associations and other agencies.

Partners with the technical team to develop and track appropriate metrics to assess impact, equity, and community benefit. Promotes community engagement and supports transparent public processes for project development.

Identifies and recommends opportunities to improve and expand pathway connectivity and public space opportunities associated with development applications or other planning efforts.

Requirements

Required Knowledge, Experience, And Training
Bachelor's degree in urban or transportation planning, landscape architecture, engineering, public administration or a related field and four years of related professional-level experience in urban planning including land use policy, transportation and program implementation.

Knowledge of:
  • Principles and techniques of program development and project management and coordination, including goals and objectives development and work planning, prioritization and organization
  • Public budgeting, prioritization frameworks, and grant funding practices
  • Pedestrian and bicycle design and planning standards, design principles and innovative multi-modal strategies, policies and programs
  • Theories, principles, standards, practices and requirements of transportation planning (AASHTO, NACTO, MUTCD)
  • Application of land use and transportation, physical and environmental design and zoning theory and practices for complex and politically sensitive planning processes
  • Methods and techniques of developing, coordinating and implementing citizen involvement and outreach processes for complex and politically sensitive projects
  • Terminology, symbols, methods, techniques and instruments used in planning
  • Computer usage including related software.
Ability to:
  • Apply political acumen, tact and diplomacy by identifying internal and external political factors that impact the work of the organization
  • Lead individuals and teams with clear direction, motivate and empower others to execute work programs
  • Lead innovative vision and strategic, tactical planning skills to bring multi-modal components together for a growing city
  • Work effectively under pressure, manage multiple workloads and competing demands
  • Utilize strategic thinking and problem-solving under multiple project time constraints
  • Understand and apply federal, state and local laws, regulations, policies, procedures and standards pertaining to planning and zoning
  • Interpret maps, site plans, graphs and statistical data
  • Prepare clear and concise visual displays, technical documents, reports, correspondence and other written materials
  • Exercise sound independent judgment within established guidelines
  • Work independently in the preparation of plans and special studies
  • Communicate effectively in the English language at a level necessary for efficient job performance
  • Perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Master's degree in urban planning, transportation planning, landscape architecture, engineering, public administration or a closely related field and six or more years of experience in the private sector or municipal urban or transportation planning.

Ability to navigate complex or politically sensitive issues with diplomacy and poise.

Licensing And Other Requirements
Valid state-issued driver's license.
