General Position Summary:

The essential function of this position is to provide insightful analytics from court data for use in measuring the effectiveness of court programs and operations. The Court Data Analyst is responsible for creating, writing, validating, managing, and delivering SQL-based reports and data extracts and providing analytic services to stakeholders. This position requires the use of strong data analysis skills and the ability to compile and present complex data in a clear and understandable way. This position works under the general supervision of the Data and Evaluation Manager, assisting with developing work methods and sequences.

Major Duties and Responsibilities

  • Leverages new technologies for storing and reporting data from multiple data sources;
  • Develops and maintains data dictionaries, standards, and policies;
  • Builds and maintains working relationships with professionals in other divisions, judicial stakeholders throughout the state and country, and policy makers;
  • Collaborates with senior team members to develop and maintain custom, interactive, automated reports and dashboards in Microsoft Power BI;
  • Partners with stakeholders to establish expectations and priorities;
  • Runs existing queries and reports using a variety of software programs to respond to requests from customers;
  • Identifies business needs for data and translates requirements into specifications for report development;
  • Generates and delivers ad hoc and recurring data reporting to internal stakeholders as needed;
  • Creates custom SQL queries to answer complex research questions by stakeholders, court committees, AOC leadership, and the Idaho Legislature;
  • Creates, writes, validates, and manages SQL scripts for custom data extracts and data analysis;
  • Creates custom logic-driven reports using SRSS, SSIS, Report Builder and other applications;
  • Reviews, validates, and corrects data, ensuring data quality and integrity;
  • Analyzes, summarizes, and formats data to meet customer needs through appropriate data visualization;
  • Establishes and documents procedures, methods, and "how-to" documents for reporting;
  • Prepares, presents, and explains complex data to management and other stakeholders in an understandable manner;
  • Conducts periodic audits of data and processes to ensure validity and reliability of statistical data;
  • Identifies system changes that impact data needs and identifies ways to ensure quality data entry and collection;
  • Analyzes data for completeness and works with court staff to identify and correct incomplete data records;
  • Identifies key data elements needed for data analysis, develops standard definitions of key data elements, and updates instruction manuals to ensure data integrity;
  • Works in ticketing system to address issues from customers regarding data or report issues;
  • Authors custom DAX formulas to extract actionable insights from large datasets;
  • Implements and manages security, permissions, and distribution of Power BI reports;
  • Collaborates with senior team members in the development and maintenance of data mart and data visualization software;
  • Collaborates with senior team members to plan data analysis projects and conducts complex analysis and interpretation;
  • Conducts advanced data mining, data visualization, data manipulation, and analysis;
  • Collaborates with senior team members to creatively problem-solve identified errors in the data through strong analytical skills;
  • Develops creative reporting solutions;
  • Performs complex data analysis to generate statistics that provide actionable insights and recommendations to stakeholders;
  • Creates, writes, validates, and manages SQL scripts for custom data extracts and data analysis;
  • Participates in multiple projects simultaneously;
  • Performs other duties as assigned.
Minimum Qualifications
The Idaho Supreme Court reserve the right to consider an equivalent combination of education, training, and/or experience necessary to successfully perform the major responsibilities of the position.

Education and Experience:
  • A Bachelor's degree in Analytics, Management Information Systems, Statistics, Social Science; or a related field; equivalent combination of education and experience;
  • A minimum of three years of experience in data analysis and presentation required;
  • Experience using Excel;
  • Experience using R, SPSS, SAS, or other statistical software for statistical analysis;
  • Experience working with large data sets;
  • Experience developing custom SQL queries is preferred;
  • Experience with data compliance and data protection practices is preferred;
  • Experience using SRSS (SQL Server Reporting Services) or similar report generation software is preferred;
  • Previous experience with court case management systems preferred.
Knowledge, Skills, and Abilities
  • Knowledge of advanced functions within Microsoft applications to include Microsoft Word and Excel;
  • Knowledge of research methods and statistical analysis;
  • Knowledge of business intelligence software, PowerBI, Crystal Reports or other report writing software;
  • Knowledge of tabular data modeling principles;
  • Knowledge of data protection practices is preferred;
  • Skill in loading, cleaning, and transforming data;
  • Skill in writing and validating DAX formulas is preferred;
  • Skill in writing and validating complex custom SQL queries, scripts, and stored procedures is preferred;
  • Skill in using SRSS, SSIS, Report Builder preferred;
  • Skill in managing data projects;
  • Skill in presenting complex data in a clear and understandable manner both verbally and in writing;
  • Ability to use strong critical thinking skills to analyze complex data;
  • Ability to work independently;
  • Ability to coordinate and facilitate project initiatives;
  • Ability to proofread documents and data for accuracy and completeness;
  • Ability to follow verbal and written instructions;
  • Ability to organize and prioritize work effectively;
  • Ability to maintain confidentiality;
  • Ability to maintain effective working relationships with court personnel, committees, and others.
