JOB DESCRIPTION: Maintenance Manager

DEPARTMENT: Maintenance

POSITION REPORTS TO: General Manager

SUMMARY OF POSITION:

In conjunction with policies of TMAC and VRT, incumbent directs and coordinates maintenance and security of TMAC vehicles, property, and equipment. Responsible for purchasing and inventory of parts and fluids as well as coordinating contracted services. Provides direct supervision of Technicians and Utility Workers.

Within the constraints of supervisory reporting requirements, and company-wide policies, incumbent is required to exercise considerable independent judgment, and a wide degree of initiative in carrying out his or her daily responsibilities in the most cost-effective and efficient manner consistent with operational requirements and the integrity of the public image in the community.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Coordinates maintenance activities of TMAC gasoline, CNG & Electric vehicles to include buses, vans, and other support cars and trucks to ensure safe and reliable transportation.
  • Establishes, supervises, and reports on safety programs, working environment safety issues, and facility and vehicle safety issues as required. Inspects and directs needed changes to procedures and establishes local policies or policy recommendations as required. Initiates investigations into causes of accidents and incidents, and takes action to assure proper reporting, documentation, and following actions as may be required or appropriate to the circumstances. Monitors OSHA, FTA, and other oversight agency programmatic requirements to assure compliance.
  • Prepares monthly maintenance reports and verifies accuracy of reporting and fiscal data as required for management reporting responsibilities.
  • Develops and administers system wide maintenance and parts inventory policy and procedures including a comprehensive Maintenance Plan with long- and short-term goals and objectives.
  • Monitors personnel performance and provides management disciplinary actions consistent with VRT and TMAC policies and negotiated local bargaining unit contract.
  • Trains and assists maintenance employees in repair and installation procedures.
  • Reviews Driver defect cards, road tests and diagnoses equipment, assigns work, evaluates completed work, and ensures such work is properly recorded.
  • Assists in and formulates recommendations related to local and overall system planning requirements, such as vehicle procurement, facility and infrastructure improvements, and similar maintenance planning matters.
  • Prepares and issues training materials, bulletins, and other administrative documents to support service requirements, and monitors same for compliance.
  • Coordinates with Operations Department to meet demand for vehicles to provide transportation including the availability of vehicles for limited service and equipment to be held for servicing.
  • Attends required training and maintained certification to oversee licensing, certification, and operation of all environmental issues and compliance.
  • Determines Maintenance employee training requirements; establishes procedures to monitor personnel for current documentation, licensing, or certifications related to functions performed. Provides recommendations and takes actions required for advertising positions, interviewing, pre-employment testing, employment, training, drug-testing, evaluation of personnel, and other routine human resource administrative matters relating to attendance, pay, uniform clothing purchases and wear, and authorized leave.
  • Must be able to perform duties of Technician as needed and when appropriate.
  • Performs other duties and responsibilities as directed by the General Manager, Transdev, Inc. or the TMAC Administrator.

MINIMUM QUALIFICATIONS:

Education: A four- year college degree, or its equivalent, is strongly . A person without a completed four- year college degree, but with related management experience in a similar capacity will be considered on his/her merits on a case-by-case basis.

Experience: Substantial supervisory and/or direct management experience is

required. Direct maintenance experience in public transit, with management responsibilities, is . Possession of a current CDL Class B license with passenger and air brakes endorsements, a current DPU, and related medical documentation is required at time of employment, or within a specified period thereafter.

Knowledge: Computer literacy with a working knowledge of common business

software is required. Experience with transit-related and maintenance-related software programs, or capability to learn such software, is . Battery Electric Bus experience .

A working knowledge of facility and fleet security, substance abuse detection and testing, transportation regulations, and related safety issues is required. A working knowledge of fleet maintenance practices and parts inventory is . A working knowledge of facility maintenance is also .

Physical Requirements: Incumbent must have a high degree of energy, be physically capable of rapid relocation to site of accidents, and must meet physical, medical, and mobility requirements for operation of a commercial vehicle as required to provide emergency service. Must be able to lift and move heavy items and bend, squad, twist into confined spaces as necessary for inspections. Must be capable of working evening and/or weekend hours as required.

Interpersonal Skills: Must have excellent communication skills for positive interactions with other Company personnel, public agency personnel, vendors, contractors, and the general public. Must be capable of making contacts in an effective and timely manner for the purposes of providing and exchanging information, resolving problems, and responding to employee inquiries, suggestions, and complaints.

Work Environment: The work environment is primarily indoors with frequent exposure to outdoor weather, bus fumes, oils and grease, accident site and traffic hazards, and some hazardous materials. Incumbent must be comfortable with occasional work alone in a non-populated area at night.

Supervision: This position provides direct management supervision to assigned personnel within the Maintenance Department and is supervised by the General Manager, Transdev, Inc.
