By joining the DHR team, you would serve as a trusted Human Resource Business Partner III, providing integrated and innovative human resources solutions for the Idaho Department of Juvenile Corrections (IDJC) and the State Appellate Public Defender's Office (SAPD). This classified position will operate under the guidance of DHR leadership and will be located at IDJC in Boise, ID.

Summary

Performs a full range of advanced professional human resource services in leave administration, medical accommodations, classification, compensation, recruitment, training, policy and procedure, employee relations, and performance management. This position may provide support to multiple agencies.

Job Responsibilities

  • Leading processes and resources within area(s) of expertise such as employee relations, civil rights, recruitment, classification, and/or compensation
  • Developing, recommending changes, and providing guidance on interpretation and application of policies and procedures
  • Completing complex analyses of HR data to identify key trends and recommend changes to improve performance of operations
  • Collaborating with management and employees to improve work relationships, build morale, and increase productivity and retention
  • Performing job analyses and making recommendations for organizational structure changes
  • Providing advice and guidance on various HR topics and resolving complex issues
  • Responding to complaints and conducting thorough and objective investigations
  • Conducting training and presentations on HR-related topics
  • Facilitating due process and problem solving
  • May include performing leadwork/supervisory duties including work assignment, direction, and monitoring of staff

Distinguishing Characteristics

This is the fourth level in the HR job family. Incumbents navigate complex issues and inform leadership on contentious matters, providing advanced guidance for other HR staff.

Minimum Qualifications

Good knowledge of: Human resource administration, typically gained through successful completion of at least two college courses in Human Resource Administration, certifications, or closely related field, PLUS at least two years of relevant work experience OR a Bachelor's degree or higher in Human Resource Administration or related field, OR three years of relevant experience.

Additionally, knowledge of:

  • Equal employment opportunity concepts and legal requirements, typically obtained through courses, certifications, or work experience as described above.

Experience

  • Analyzing HR problems and developing recommendations, gained through at least two years of experience in areas like performance management, turnover, recruitment, etc.
  • Participating in resolving employee complaints, with two years of experience in grievance systems.
  • Providing HR consultation to management, with two years of relevant experience.

Preferred Qualifications

  • Willingness to work in a correctional facility.
