Summary Statement

Public Safety Communications Manager provides strategic community engagement, communication, and brand management services for the City's Police and Fire Departments. This role is responsible for developing and executing comprehensive communication strategies that promote transparency, public trust, and departmental initiatives. The position requires advanced knowledge of public engagement, media relations, and content development across traditional, digital, and social media platforms. Strong project management, client service, and storytelling skills are essential. Experience in podcast production and content creation is preferred. Operates with a high degree of independence and professional discretion in a dynamic, high-stakes environment.
Essential Functions

Creates, manages, and helps execute public safety communication plans and public outreach efforts, creating materials and programs that leverage appropriate communication and outreach tactics and mediums to best inform and receive feedback from target audiences. Provides excellent project management and client service to the Police and Fire Departments. Leads and manages communication and public outreach projects from planning to execution, providing timely and proactive deliverables and updates. Manages the creative development of all communication materials including working closely with graphic designers, vendors and agencies in producing various pieces in digital web and social, print, video, experiential, public relations, etc. Copywrites and edits communications that inform and engage target audiences. Creates content including handouts, presentations, video scripts/ outlines, press releases, emails/ e-newsletter content, website copy, social media posts, public hearing announcements. Plans and helps facilitate community outreach activities and events using a variety of public information-gathering techniques.

Works and collaborates with key members of the team to create and update web and social content. Researches various media and communication outreach methods and costs to determine the best media and communication approach to employ in order to connect with various audiences and reach target objectives. Coordinates media relations and serves as the primary press contact with local media on behalf of the Police and Fire Departments. Works collaboratively with other city departments to ensure messaging is aligned citywide.

Creates and maintains project budgets and timelines to include purchasing efforts for each program, specifically partner agencies and vendors, and works closely with city's purchasing teams to track budgets, media buys, and purchasing efforts.

Requirements

Required Knowledge, Experience, And Training
Bachelor's Degree in Communication, Marketing, Public Relations, or related field and five years of experience in public and community relations, marketing and advertising, or closely related field or an equivalent combination of education and/or experience.

Level of Knowledge; Advanced knowledge of marketing, PR, and community relations techniques and public contact programs.; Functional knowledge of graphic design to guide and project manage creative development work with in-house and external designers. Web and digital content management and communications best practices.; Functional knowledge of project management experience and capable of leading a team to complete large-scale marketing, communication, or advertising projects with various team members, clients, and vendors. Agency and vendor management. Ability to demonstrate exceptional interpersonal skills. Flexible to adjust to change, personalities, and shifting priorities at a moment's notice.

Abilities; A highly organized individual able to manage and execute multiple projects at once with conflicting deadlines and priorities. Deadline driven. Proven problem solver with little or no direction, and still achieve project goals. Positive energy with a get-it-done-right attitude. Composed and professional in stressful situations, ranging from interpersonal conflict to emergencies. Displays an attitude of cooperation and can work harmoniously with all levels of city employees and community members.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Master's degree in communication or related field, functional knowledge of photography, videography and video editing, strategic planning skills, general understanding of television, print and radio mediums.

Licensing And Other Requirements

Valid state issued driver's license.
